First of all ISIS exists before 2013, it was formed in Iraq by suni militias, secondly, Hezbollah's or the Islamic Guard presence in Syria is legitimate as they are being invited by the government, they are not invaders, they are allies. Iran and Hezbollah saved Syria from ISIS.
