One month on BBC corrects inaccuracy regarding Israeli cabinet decision

In the original version of its February 6th report on a terror attack near Ariel – “Israeli man stabbed to death at West Bank settlement” – the BBC News website claimed that:

“It [the attack] comes a day after Israel retroactively legalised an unauthorised settlement outpost in response to the killing of a resident last month.”

A later version of the same report included the same claim:

“Israel retroactively legalised Havat Gilad, an unauthorised settlement, in response to the murder [of Rabbi Raziel Shevach].”

As was noted here at the time:

“Both those statements are inaccurate and misleading: Havat Gilad was not “retroactively legalised” on February 4th as the BBC claims. Rather – as the Times of Israel reported: [emphasis added]

“The cabinet on Sunday voted unanimously to begin the process of legalizing the Havat Gilad outpost less than a month after the murder of resident Raziel Shevach.

The approved proposal declares the government’s intention to establish the hilltop community southeast of Nablus as a full-fledged settlement “on lands that are privately owned by Israelis or state lands.”

The proposal authorized Defense Minister Avigdor Liberman to instruct relevant government bodies to examine the legal aspects of recognizing Havat Gilad as an official settlement. It also tasked the Finance Ministry with auditing the financial costs of establishing a new settlement. […]

However, the proposal’s language regarding the legal ownership of the land hinted at a significant hurdle that still remains ahead of the outpost’s legalization.””

BBC Watch immediately contacted the BBC News website to point out that error but did not receive a reply and no action was taken to correct the inaccurate claim. A complaint was therefore submitted and the response received includes the following:

“…after considering this complaint we have amended the sentence in question to now read:

The Israeli cabinet backed a plan to retroactively legalise Havat Gilad, an unauthorised settlement, in response to the murder

We hope you’ll find this satisfactory and thank you once again for getting in touch.”

A footnote advising readers of the amendment has not however been added to the article and of course the enduring absence of a corrections page on the BBC News website means that those who read the claim that “Israel retroactively legalised Havat Gilad” over a month ago will remain completely unaware that it is inaccurate.

We have previously observed here on many occasions that it would not be difficult for the BBC News website to set up a dedicated corrections page along the lines of the one run by the NYT. As Craig Silverman wrote in the Columbia Journalism Review in 2011:

“The point of an online corrections page is to have a centralized place where readers can see the latest mistakes and corrections. It gives them the opportunity to discover if a recent article they read, or reporting they heard or saw, has been updated or corrected. It also provides a basic element of transparency. A dedicated page makes corrections more visible and accessible, and it increases the likelihood that people will receive the corrected information. After all, that’s the point of making correction in the first place.”

After all, one would expect that an organisation which regularly promotes itself as a trustworthy media source would be enthusiastic about taking onboard such a simple method of increasing transparency and improving its reputation for accuracy.

BBC reporter revealed to be member of secret anti-Israel Facebook group

The indefatigable David Collier has published a long two-part report about a secret Facebook Group called ‘Palestine Live’ that includes among its membership Holocaust deniers, antisemites and conspiracy theorists.

The group was founded in 2013 by a London-based anti-Israel activist called Elleanne Green.

“The group is listed as ‘secret’. This means you cannot find it by using the Facebook search function and need to be invited or added by someone inside the group who has permissions to add new members. It changed from ‘Closed’ to ‘Secret’ in early November 2014.

Elleanne Green is an admin of the group, and the most prolific contributor. She is well-linked with other activists across the globe. Possessing an impressive networking skillset, Elleanne Green turned Palestine Live into one of the largest, and well-connected of the anti-Israel groups. Palestine Live contains high-placed representatives, from almost every anti-Israel activist organisation.

There are two other admins to the group. Tony Gratrex (added by Elleanne Green on 15 November 2013) and Carol Foster (added by Elleanne Green on 10 August 2015). Gratrex was at one time, an organiser of the Reading Branch of the Palestine Solidarity Campaign. Foster was co-chair of the Greater London Branch of the ‘Labour Representation Committee’ and was at the PSC 2016 AGM selling pamphlets such as ‘In defence of Trotskyism’ for ‘Socialist Fight’.

The aim of the group:

‘Created not so much for long and detailed discussion of words used and semantics but to gather together a group of good friends all of whom wholeheartedly support the people of Palestine in their struggle’

Among the members of that group are several people who have appeared on BBC programmes such as Avner Gvaryahu of ‘Breaking the Silence’, Rebecca Vilkommerson of JVP, Naomi Wimborne-Idrissi, Tony Greenstein, Haim Bresheeth and Glyn Secker.

Additional members of the group featured in other BBC content include Deborah Fink, David Ward, Jenny Tonge and Richard Falk.

However the name of one member of that secret Facebook group where antisemitic material, Holocaust denial and anti-Israel propaganda is regularly posted may come as a surprise (see Pt 2, p. 175).

The item promoted by Green appears to be Knell’s April 23rd 2016 report from Gush Etzion.

Whether or not Yolande Knell’s editors know about her membership in a secret group of anti-Israel activists where discussions are rife with anti-Israel conspiracy theory, gross antisemitism and Holocaust denial is unclear. What is however once again very obvious is that Knell’s position as an ‘impartial’ BBC correspondent reporting from the corporation’s Jerusalem bureau is severely compromised.

What do BBC audiences know about the Coastal Road Massacre?

Next week will mark forty years since the Coastal Road Massacre took place on March 11th 1978. Thirty-eight people – including thirteen children – were murdered and seventy-one wounded in that Fatah perpetrated attack, making it the single most deadly terrorist attack carried out in Israel.

“During the Jewish Sabbath, March 11, 1978, twelve members of a Palestinian terrorist cell led by female terrorist Dalal Mughrabi landed on a beach near Ma’agan Michael, north of Tel Aviv, having departed from Lebanon with a stash of Kalashnikov rifles, RPG light mortars and high explosives. They walked less than a mile up to the four-lane highway, where they began a murderous rampage, opening fire at passing vehicles before hijacking a bus en route to Haifa. They murdered American photo-journalist Gail Rubin, who was taking nature photographs nearby.

The terrorists continued to fire and throw grenades at passing cars, while shooting at the passengers, and dumping at least one body out of the bus. At one point they commandeered another bus, and forced the passengers from the first bus to board the second one.

The bus was finally stopped by a police roadblock.”

Prompted by that attack and previous ones perpetrated by Palestinian terrorists based in Lebanon, Israel launched Operation Litani days later.

Members of the BBC’s funding public searching online for reports produced by their national broadcaster relating to the terror attack that prompted Operation Litani (and later led to the establishment of the UN peacekeeping mission in southern Lebanon) will, however, find very little information indeed.

No archive coverage of the Coastal Road Massacre is currently available at all and the sole references to that attack appear in reports relating to the subsequent Israeli operation in Lebanon.

A BBC report titled “Civilians flee southern Lebanon” dated March 17th 1978 states in its eleventh paragraph:

“Israel launched an offensive in southern Lebanon in retaliation for the 11 March bus hijacking in Tel Aviv in which 35 people were killed and 100 others were injured. […]

 Israel accuses Palestinian fighters of using southern Lebanon to mount intermittent cross-border attacks against civilian and military targets in Israel.”

A report from June 13th 1978 – “Israeli troops leave southern Lebanon” – tells readers that:

“Operation Litani, Israeli occupation in southern Lebanon, was launched following a Palestine Liberation Organisation (PLO) attack on the Tel Aviv-Haifa road which killed 37 people.

PLO troops were using southern Lebanon as a staging area for their attacks and Israeli forces moved in to destroy their bases.”

Included in the BBC’s ‘Palestinian Territories profile’ is the following:

“1978 March – PLO attack kills 38 civilians on Israel’s coastal road. Israel carries out first major incursion into southern Lebanon, driving PLO and other Palestinian groups out of the area.”

The BBC’s ‘Lebanon profile’ describes the same events as follows:

“1978 – In reprisal for a Palestinian attack, Israel launches a major invasion of southern Lebanon. It withdraws from all but a narrow border strip, which it hands over not to the United Nations Interim Force in Lebanon (UNIFIL) but to its proxy South Lebanon Army mainly Christian militia.”

Curiously, in the BBC’s ‘Israel profile’ there is no entry at all for 1978.

Some of the BBC’s coverage of the 2006 Second Lebanon War includes a timeline headed “Israel in Lebanon” in which the first entry reads: “March 1978: Israel invades to stop Palestinian attacks”.

As we see, in the little reporting that there is, the BBC uniformly describes the Coastal Road Massacre as having been carried out by the PLO – failing to specify that the terrorists belonged to the PLO’s Fatah faction.

It is hence perhaps unsurprising that the regular glorification of the Coastal Road Massacre, its perpetrators and planners by both the Palestinian Authority and Mahmoud Abbas’ Fatah party goes unreported by the BBC. As the ITIC notes in an extensive study of that topic:

“The PA and Fatah have commemorated Dalal al-Mughrabi every year since the days of Yasser Arafat. Events are usually held on or about March 11, the day of the Coastal Road Massacre, sometimes on other days. The official events are attended by senior PA and Fatah movement figures and the Palestinian media gives them extensive coverage.”

In a recent glorification video produced by Fatah, the victims of the attack – including children – were said to be ‘soldiers’.

The sole BBC reference to Palestinian glorification of the Coastal Road Massacre terrorists to be currently found online dates from 2003 when Lyse Doucet hosted a phone-in discussion with the BBC’s Middle East editor Jeremy Bowen after the broadcast of a film he made titled “Arafat Investigated”. The transcript of that discussion includes the following:

Lyse Doucet: “There was a sequence in the film where you had Yasser Arafat praising Dalal al Mughrabi as the road to freedom and yet this Palestinian woman was, according to the film, in 1978 responsible for one of the worst terrorist incidents in Israeli history, killing nearly 40 people and injuring many others. Well, Ruth Green, Neil Solden, among many others, have asked you: Arafat is publicly praising the terrorists, how can he be a man of peace and still do that?”

The BBC Middle East editor’s response perhaps casts light on the BBC’s chronic under-reporting of the issue of Palestinian glorification of terrorism. 

Jeremy Bowen: “Well, lots of Israelis say that and of course the Israeli Government has concluded that Arafat has been a terrorist his entire life and he is not a man of peace. In the Oslo process the feeling was that the man had changed. Now, I don’t know whether he has changed fully or not but I think that the point made in the film by Eyad Sarraj, the Palestinian we talked to in that, is important in so far as what he said was that these people are seen by Palestinians as heroes of their would-be independence movement, and it’s important for them to be mentioned and it fulfils their ritualistic sloganising function. Let’s not forget that before Israeli independence Messrs Shamir and Begin were regarded by the British as terrorists. They went on – in the case of Begin – to win the Nobel Prize for Peace.”

For years the BBC has promoted the notion that the prime factor preventing peace from coming to the Middle East is Israeli communities in Judea & Samaria and specific areas of Jerusalem. More recently another factor was added to the BBC’s list of ‘things preventing peace’: the US administration’s recognition of Jerusalem as Israel’s capital.

However, remarkably little has been done to inform BBC audiences of issues that detract from that trite narrative such as the Palestinian Authority’s payments to convicted terrorists, PA and Fatah incitement or PA and Fatah glorification of terrorism of the type seen annually around the anniversary of the most lethal terror attack on Israeli civilians.

That is not omission – it is editorial policy.

BBC ignores PA call to blacklist and punish Arab journalists

Last month Israel’s foreign ministry hosted a delegation of Moroccan, Lebanese, Syrian, Kurdish & Yemeni journalists. The first delegation of journalists from the Arab world to visit Israel in 2016 apparently included a representative from BBC Arabic.

“”The visit to Israel was exciting and unique. It is a shame that most people in the Arab world are still filled with blind hatred and prejudice toward Israel,” said G.M., an Iraqi journalist living in exile in Germany. 

The four journalists, of Iraqi, Syrian, and Egyptian descent, write from Europe for a variety of Arabic-language news outlets, including Al-Sharq Al-Awsat, Sky News, the BBC Arabic, Deutsche Welle Arabic, and Kitatbat.

They asked that their identities not be revealed because if it became known that they visited Israel, they would not only be risking their job, but also their lives.”

One of those journalists did however later write about his experiences in Israel.

The latest visit produced an angry reaction from the Palestinian Authority.

“The Palestinian Authority on Thursday denounced a visit by Arab journalists to Israel and called for punishing them to deter others from following suit. […]

…the PA said that the visit was aimed at “promoting normalization” between the Arabs and Israel. The Palestinians oppose other Arab nations establishing ties with Israel until a peace deal is signed with between Israel and the Palestinians.

The PA Ministry of Information denounced the visit of the Arab journalists and called on Arab media bodies to place them and the media outlets they work for on the Arab boycott “blacklist.”

It called on the Arab Journalists Union to take “punitive and deterring measures” against the journalists and their media outlets.”

Similar criticism was voiced by the Moroccan National Syndicate of Journalists and Morocco’s Minister of Culture and Communication.

BBC journalists protest suppression of free speech in 2014

While the BBC’s charity ‘Media Action’ claims to promote “media freedom and rights” and the BBC News website has a page devoted to the subject of “press freedom”, audiences have seen no coverage at all of the PA’s call to punish and blacklist journalists merely because they visited Israel.

As readers may recall the BBC was similarly silent when, in November 2016, Hamas condemned a group of Moroccan journalists who were hosted by the MFA.

What do BBC audiences know about Abbas’ potential successor?

Back in October 2016 the BBC Jerusalem bureau’s Yolande Knell produced an article on the topic of succession within the Palestinian Authority but since then the BBC has failed to report on subsequent related events such as violent clashes between supporters of Abbas and Dahlan, Abbas’ unanimous re-election as head of the Fatah party, the seventh Fatah party congress and the appointment of a new Fatah vice-chair in February 2017.

The Fatah Revolutionary Council recently held a three-day meeting in Ramallah and according to reports, the man appointed vice-chair last year has now been named as Mahmoud Abbas’ successor.

“Palestinian Authority President Mahmoud Abbas will be replaced by his deputy, Mahmoud al-Aloul, if he becomes unable to fulfill his duties, Fatah’s Central Committee decided in Ramallah on Saturday.

According to Palestinian media outlets, Fatah’s Central Committee decided that should Abbas, 82, were unable to continue in his role, al-Aloul will be appointed “acting president of Palestine for a period of three months until elections can be held.” […]

“The amendment to Palestinian law on the matter of transferring Abbas’ presidential authorities to his deputy Mahmoud al-Aloul, was made in light of rumors regarding Abba’s failing health,” one council official said.”

So what do BBC audiences know about the man apparently set to replace Mahmoud Abbas? The answer to that question is very little indeed. While BBC audiences saw no reporting on Aloul’s appointment to the position of vice-chair of Fatah in February 2017, in an article published seven months later he was described simply as “Fatah’s deputy leader”. In a BBC report from 2004 Aloul’s name is among those described as “prominent Palestinians” who signed what the BBC portrayed as an “appeal for calm” – even though the text concerned states:

“…we call upon our people, for the sake of our national interest and in order to bring an end to the occupation, to repress their rage and rise once again in a widespread popular intifada…”

A profile of Aloul compiled by the Washington Institute for Near East policy in 2015 includes the following:

“Following the 1967 Israeli occupation of the West Bank, Mahmoud al-Aloul was arrested by the Israeli army for participating in organized violence against the army. Three years later, the army freed Aloul, deporting him to Jordan. He immediately joined other Fatah members and leaders in Jordan and was appointed to the “Committee for Deportees from the Homeland” and the “Western Sector,” the Fatah wing responsible for organizing militant activities in the Palestinian territories and Israel. However, in 1973, a little more than two years after his arrival, Jordanian authorities banished him and he relocated to Lebanon. There, he engaged more deeply in military activities and the Western Sector, serving as an assistant to Khalil al-Wazir (Abu Jihad), a top advisor to Arafat and Fatah military leader, and leading a military brigade in both the Mount Sannine and Mount Lebanon areas in central Lebanon. After Israel occupied southern Lebanon in 1982, he commanded the “special forces” units in Tripoli (Lebanon) and the Beqa Valley responsible for capturing six Israeli soldiers in 1983 and facilitating a major prisoner swap between Israel and the Palestinians.

Shortly after the Palestinian leadership was expelled from Lebanon, Aloul moved to Tunis and remained Wazir’s special assistant but also began forming special forces units in different Arab states. When Wazir was assassinated in 1988, Aloul was promoted to the position of secretary-general of the occupied territories committee. After the Oslo Accords, Israel initially did not allow Aloul to return to the Palestinian territories because of his previous military activities, but did permit him to return in 1995. He was immediately appointed governor of Nablus and served until he was elected to the PLC and appointed labor minister in 2006. He was elected to the Fatah Central Committee in 2009 and currently serves as the commissioner of mobilization and organization.”

As CAMERA’s Sean Durns has noted, the man to whom Aloul was “special assistant” was responsible for the murders of scores of people.

“…Abu Jihad oversaw the assassination of US diplomats in Khartoum, Sudan, in March 1973. Abu Jihad was also responsible for perpetrating and planning numerous terrorist attacks against Israelis, including the 1978 Coastal Road massacre, in which 38 civilians, including 11 children, were murdered.

In addition to his involvement in murdering no less than 124 Israelis, Abu Jihad also served as the Palestine Liberation Organization (PLO) and Fatah’s liaison with the Soviet Union, the Syrian Baathist party and the Muslim Brotherhood.”

An article published by the FDD after Aloul’s appointment as vice-chair of Fatah notes that:

“Within Fatah’s upper echelons, al-Aloul assumed the portfolio of mobilization and organization within the party, and in that role he has had an active presence. He is frequently spotted leading protests in the West Bank, and in November of last year, he gave a speech where he declared: “When we talk about our enemies, we talk about the [Israeli] occupation and the United States.””

However, given that the BBC Jerusalem bureau’s chronic under-reporting of internal Palestinian affairs persists, audiences remain unaware of the record of the man who could replace Abbas as president of the Palestinian Authority at any moment.

BBC R4’s Bethlehem crime fiction flunks accuracy and impartiality

A BBC Radio 4 series called ‘Foreign Bodies’ is described as follows:

“Mark Lawson examines how mystery novels reflect a country’s history and political system.”

The episode aired on March 4th (and to be rebroadcast on March 10th) is called “The Bethlehem Murders” and – despite the BBC’s style guide stating that “you should not affix the name ‘Palestine’ to Gaza or the West Bank” – it is described in the synopsis as: [emphasis added]

“Crime fiction set in Palestine. Omar Yussef, schoolteacher and amateur sleuth, tries to clear the name of his former student George, falsely accused of murder in their hometown of Bethlehem. […]

In The Bethlehem Murders, Yussef tries to save the life of his former student George Saba, a Christian recently returned to his home town of Bethlehem, who has fallen foul of a Palestinian militia group. In doing so, Yussef uncovers a world of corruption, cynicism and fear which makes him regret the passing of a time when Christians and Muslims lived peacefully side by side.”

That drama – like another one scheduled for broadcast next week – is based on a novel written by a former Time Magazine correspondent from Britain who was based in Jerusalem from 2000 – 2006.

“This is the second novel of the Palestinian Quartet series by Matt Rees to be dramatised for Radio 4 by Jennifer Howarth. Matt Rees draws on his experience as Time Magazine’s Jerusalem Bureau Chief to create detective stories which give us an insight into life in Palestine in the early 2000’s.” [emphasis added]

Given that latter claim, one would expect the backdrop to the drama to be accurate and impartial. BBC editorial guidelines relating to “factually based drama” state:

“When a drama portrays real people or events, it is inevitable that the creative realisation of some dramatic elements such as characterisation, dialogue and atmosphere may be fictional.  However, the portrayal should be based on a substantial and well-sourced body of evidence whenever practicable and we should ensure it does not distort the known facts, including chronology, unduly.”

Editorial guidelines on impartiality in Drama, Entertainment and Culture state: 

“A drama where a view of ‘controversial subjects’ is central to its purpose, must be clearly signposted to our audience.  Its excellence and insights must justify the platform offered.  It may be appropriate to offer alternative views in other connected and signposted output.”

‘The Bethlehem Murders’ opens with a monologue by the main character and narrator.

“Allow me to introduce myself. My name is Omar Yussef and I’m a teacher in the city of Bethlehem in Palestine. My family, my tribe, have been here nearly 60 years – ever since we were kicked out of our homelands at the point of a gun.” [emphasis added]

The character goes on to explain that “this story opens in 2001”.

“For nearly a year now we’ve been at war with Israel. We call it the second Intifada: the Palestinian uprising against the Israeli occupation.”

Audiences are not told that by the time the second Intifada began, Bethlehem had been under exclusive Palestinian Authority control for almost five years.

The main character goes on to introduce a secondary character, describing him as living in “Beit Jala – a Palestinian Christian town just south of Bethlehem”.

Beit Jala is of course located to the north of Bethlehem.

The drama includes numerous additional issues of accuracy, impartiality and omission. While central figures in the story belong to what are described as “the Martyrs Brigades”, audiences are not informed that that terror group belongs to the ruling political party Fatah. Terrorists are repeatedly portrayed as “freedom fighters” while audiences are told that Israel “bulldozes the houses” of Palestinians who “won’t collaborate”. Israeli forces entering Bethlehem after a suicide bombing in Jerusalem are portrayed as “here to take revenge”.

Even the image chosen to illustrate the drama’s webpage lacks accuracy. A person presumably intended to represent the main character is shown against the background of a section of the anti-terrorist fence. The fence is not even mentioned in the story itself and the obvious explanation for that is that the drama is set in 2001 and construction of the fence did not commence until July 2003, when the first section was built many miles to the north of Bethlehem. Nevertheless, the BBC selected that anachronistic image to illustrate this programme.

Obviously the BBC’s claim that this radio drama gives audiences “an insight into life in Palestine in the early 2000’s” is unfortunately diminished by such accuracy and impartiality failures.

BBC R4 ‘Sunday’ adds more confusion to Jerusalem church story

Listeners to the March 4th edition of the BBC Radio 4 religious affairs programme ‘Sunday‘ heard a report (from 01:07 here) billed “The Church of the Holy Sepulchre reopens”. However, not until the very end of that four-minute item did they discover who closed the church in the first place.

Presenter Edward Stourton introduced the item as follows: [emphasis in italics in the original, emphasis in bold added]

Stourton: “The Church of the Holy Sepulchre in Jerusalem was shut for three days earlier this week because of a row between Christian churches and the Israeli authorities. Jordana Miller is based in Jerusalem and reports for ABC News in the United States. […] And this of course is the church which is said to include the sites of Jesus’ crucifixion and burial so shutting it down is a pretty big deal, isn’t it?”

Miller: “Absolutely. This is one of the most visited churches. I mean 2 million Christians visit Israel each year. The vast majority of them are thought to pass through this church. It is where the tomb of Jesus was just renovated this past year. So always on people’s list as one of the kind of spiritual peaks of their visit to the holy land and closing it was heartbreaking. I was reporting outside the church and people came, some were crying saying that they had, you know, waited years and years to visit Israel and to come into this church and they had to pray actually at its wooden doors instead of going inside.”

Stourton: “And as I understand it one of the sources of dispute between the churches and the authorities is the taxes that the church pays on its properties.”

That dispute is of course about taxes that the church has not paid on its properties for years. Listeners were then led to believe that “Israel” – rather than the Jerusalem municipality, as is actually the case – has demanded payment of those taxes.

Miller: “That’s right. The dispute – there are two – one revolves around Israel’s decision to begin to tax the commercial properties of the church. And now this is done in cities like Tel Aviv and Haifa but for a long time there was an exemption on commercial properties that the church operated in Jerusalem – hotels, restaurants – that may be attached to religious institutions and the city decided to start to tax those institutions. Part of the problem is that there doesn’t seem that there was a lot of communication with the church heads and suddenly priests started getting notices, bills and get visits from, you know, tax authorities from the city. So they decided this was unacceptable.”

Obviously that account does not adequately clarify that – as in the UK – the property tax does not apply to “religious institutions” that are places of worship.

Edward Stourton then gave unqualified amplification to messaging put out by church leaders while inaccurately claiming that the proposed bill is “being debated” when in fact the debate had already been postponed nearly a week before this item was aired.

Stourton: “And at the same time there is this legislation being debated which has an impact on the sales of church land. Can you unpack that for us?”

Miller: “Right. This is such a complicated issue but essentially the Greek Orthodox Church has sold lands – they’re actually leases on lands and they were previously held by the Israeli government for let’s say 75, 85, 99 years.”

In fact the Greek Orthodox Church has sold lands – rather than leases – and the related leases were held by the Jewish National Fund rather than “the Israeli government”.

Miller: “And those leases are about to run out in about 30 years and they sold these leases to a private company. We don’t even know that much about the buyers but the problem is that the lands – there are, you know, thousands of Israeli residents that sit…that own…they think they own their homes because even though they technically didn’t buy the land, they assumed it was going to be held in perpetuity by the church.”

The people concerned do own their properties but pay leasehold fees on the land on which they are built.

Miller: “Now suddenly it’s going to transfer into the hands of private companies and they fear they’re going to get evicted, they’re going to have to re-buy the land. So the Israeli government really is trying to step in and buy these leases from the private companies and the church is saying listen, this infringes on who we can sell our property to and so that was another reason they decided to close the church.”

As has been clarified here previously, the proposed bill would mean that:

“…deals to sell the land would have to be approved by the Knesset’s Constitution, Law and Justice committee, that buyers would have to be Israeli citizens or Israeli-owned companies, that lease extensions would be dealt with by a national body, the cost of extensions would not be passed onto residents, and in cases where a national institution was not involved in a church land transaction, the state would use the tools at its disposal to protect the residents against losing their homes.”

Stourton continued:

Stourton: “Well clearly a bit of a tangle there and it’s going to take some sorting out. The church is now open again – does that reflect a better relationship or at least an attempt to sort things out?”

Miller: “Well absolutely. I mean the prime minister actually had to step in because he potentially had on his hands a crisis with the Christian world. I mean this is really the most important Christian holy site – one of them – in the world. To keep it closed would have, you know…he would have had a real crisis on his hands. So essentially he carved out a deal where he set up two adminis…two committees basically that will work on sorting both the tax and the land issues. They’re government ministries that will be set up now so under that arrangement the church agreed to reopen its doors.”

In fact no “government ministries” will “be set up”: a government committee has been established to resolve the issue.

This is the second time that Radio 4’s religious affairs programme ‘Sunday’ has covered this subject in just over three months but neither of the two reports have given listeners a clear, accurate and impartial account of the story.

BBC interviewees appear in report on extremism in UK charities

The Henry Jackson Society think tank recently published a new report:  

“The British taxpayer has handed over more than £6 million to charities that are currently, or have been in the past, used by extremists to further their radical agenda, according to a new report from the Henry Jackson Society. […]

Wolves in Sheep’s Clothing: How Islamist Extremists Exploit the UK Charitable Sector finds that, despite more than a decade of attempts to improve regulations, a concerning number of UK-registered charities continue to fund and support extremism.

Figures from across the Islamist spectrum, including the Muslim Brotherhood, form a network which seeks to delegitimise and push out moderate voices, while masquerading as representatives of ‘true’ Islam. […]

 The Charity Commission – legally unable to de-register these ‘bad’ charities – has been particularly ill-equipped to deal with these organisations. Its powers have been extended in recent legislation, but the public is still waiting for those new powers to be put to use to tackle this problem.”

The report itself states:

“Charities have long been used to support the Islamist extremist cause, with a network of charitable organisations playing a pivotal role in the funding of international jihadism. […]

Beyond the exploitation of charitable status by violent Islamist extremists to support terrorist activities, they may also be used, wittingly or unwittingly, to provide violent or non-violent extremists with the platform and legitimacy they require to spread their illiberal and extremist views. This may take the form of an individual or small group of extremist entryists seeking to abuse a pre-existing charity for their own purposes, or the establishment of an organisation with charitable status specifically for Islamist extremist objectives. These charities, which for example provide platforms for extremist individuals and promote their literature, can be used to create a climate conducive to radicalisation and introduce potentially vulnerable members of the public to individuals who hold intolerant and extremist views. […]

The 2015 Counter-Extremism strategy recognises that charities were one of the institutions vulnerable to exploitation by extremists, who may use them to spread their ideology and charities have in the past, for example, promoted hate literature inciting the murder of homosexuals and Muslims and have hosted speakers who promote homophobic, sexist or anti-Semitic views.”

Members of the British public would probably not expect any of the organisations and individuals named in such a report to have been showcased by their publicly funded broadcaster. They would, however, be mistaken.

Page 37 of the report states:

“There are a number of well-reported incidents involving charities providing humanitarian aid and running aid convoys being involved in non-violent and violent extremism; above all, they highlight the blurred line between the two. On 16 October 2017 the Charity Commission published recent cases of individuals convicted of terrorism offences who were involved with charities. On 23 December 2016 two individuals, Syed Hoque and Mashoud Miah were convicted of entering into funding arrangements that they knew to be for the purposes of terrorism (contrary to Sec 17 Terrorism Act 2000). […]

During their trial the Charity Commission stated that they were investigating a number of charities organising aid convoys, including Al Fatiha Global, with which one of the pair was also involved. […]

Al Fatiha Global is a UK-registered charity that had a total income of £218,778 in the financial year ending 2016. It was investigated by the Charity Commission in 2014 after the son of its Chief Executive was photographed in Syria with two men holding assault rifles. The Charity Commission had “serious concerns about [the charity’s] governance and financial management” and set out to investigate allegations of “inappropriate links between the charity and individuals purportedly involved in supporting armed or other inappropriate activities in Syria”.

On August 13th 2014, the BBC aired a filmed report from the Gaza Strip by Orla Guerin which was based in part on a British woman’s unchallenged allegation that an IDF sniper had shot a Palestinian for “no reason whatsoever”. As was pointed out here at the time:

“Viewers are also not told that Ms Andolini’s activities in the Gaza Strip include distributing aid funded by a British charity called Al-Fatiha Global […] which is currently under investigation by the Charity Commission due to “serious concerns about the governance and financial management of the charity”.”

The HJS report states:

“Alan Henning, an aid worker who was kidnapped and executed by Islamic State, travelled with an aid convoy reportedly organised by either Al-Fatiha Global or Rochdale Aid 4 Syria, which raises money for Al-Fatiha and others. […]

Additionally, Aid4Syria, whose parent charity was al-Fatiha, and for which Alan Henning had been an ambulance driver, showed signs of extremism. The charity had promoted an event entitled “O’Ummah Wake Up and Rise!” on its Facebook page, involving speakers Zahir Mahmood and Moazzam Begg. The convoy’s team leader had posted on his Facebook page “Our men love death like your men love life”, alluding to a similar quote by Osama bin Laden. Aid4Syria had also named its water project and emergency vehicles after Aafia Siddiqui, who was convicted in the US for attempting to kill US military personnel.”

Readers may recall that in late 2013 reports by BBC journalist Catrin Nye – who travelled with one of those convoys – were heavily promoted on a range of BBC platforms. Nye produced additional reports on the same subject in July 2014 which once again failed to adequately inform audiences of the convoys organisers’ links to extremism.

The HJS report goes on:

“One of the charity workers on the convoy, Majid Freeman, had posted extremist comments online, including calling for prayers for the brothers of Islamic State fighter Ifthekar Jaman. […] Freeman also had approvingly posted a link on Facebook to a video presenting Islamic State as a legitimate reaction to Western foreign policy. […] Freeman had retweeted support for Al Qaeda affiliate Jabhat al Nusra, as well as the group’s propaganda, and on Facebook wrote that Jerusalem would be “conquered by jihad, not by peace”.”

Freeman – described as “a credit adviser from Leicester” – was featured in one of Catrin Nye’s articles and following the kidnapping of Alan Henning he appeared in numerous other BBC reports – e.g. here, here and here.

Another charity appearing in this report is Islamic Relief (from p.64). In 2014 the BBC published an article in which that organisation’s links to Hamas were denied and later the same year the BBC produced a very superficial report on an audit of the charity.

The organisation ‘Viva Palestina’ – which had its charitable status removed in 2013 following an inquiry by the Charity Commission – is discussed on page 72 of the HJS report. Its founder – George Galloway – has appeared frequently on BBC platforms.

Among the individuals named in the report is Cerie Bullivant of ‘Cage‘ who not only has his own BBC profile but has appeared on numerous BBC programmesincluding one on ‘how best to tackle radicalisation’. Moazzam Begg – also of ‘Cage’ – has likewise been a BBC contributor. The report also names Haitham al Haddad (from p. 96) who was featured in a series of reports by Catrin Nye as well as in additional BBC content.

As regular readers are aware, the BBC’s editorial guidelines on impartiality state:

“We should not automatically assume that contributors from other organisations (such as academics, journalists, researchers and representatives of charities) are unbiased and we may need to make it clear to the audience when contributors are associated with a particular viewpoint, if it is not apparent from their contribution or from the context in which their contribution is made.”

However the BBC usually makes little effort to adhere to that clause when quoting and promoting NGOs, charities and their representatives.

The same editorial guidelines state that due impartiality does not require “detachment from fundamental democratic principles” of the type typically rejected by extremists and the BBC’s public purposes oblige it to “contribute to social cohesion” in the UK.

Obviously that obligation is not met – and the wider interests of the public not served – through the provision of platforms and legitimacy to extremists – particularly when charities are regularly promoted without the required disclosure of their ideologies, political agendas and any extremist links.

On February 28th an article titled “Iran wrestling officials resign over Israel competition ban” appeared on the BBC News website’s Middle East page and on the BBC Sport website’s wrestling page. Readers found the following description of the story in the opening paragraph:

“The head of Iran’s wrestling federation has resigned after criticising authorities for letting players be punished because of the country’s ban on athletes competing against Israel.”

Which “authorities” did he criticise? That only becomes clear later on in the report.

“Wrestler Alireza Karimachiani was banned for six months after throwing a match to avoid an Israeli opponent last year.

Earlier this month, Mr Khadem criticised Iranian authorities for their stance on Israeli opponents, and called for a “fundamental solution” to the ongoing problem.

“Forcing an athlete to accept defeat or run around all night looking for a doctor’s note is not right,” he said.

He suggested he was forced from the post in a cryptic letter posted on the body’s website on Wednesday.”

What the BBC euphemistically describes as “the ongoing problem” is of course Iran’s practice of pressuring its sportspeople to avoiding competing against Israelis at international events. The BBC’s report describes that practice in typically tepid terms.

“Iran does not recognise the state of Israel. […]

Dozens of Iranian athletes have boycotted competitions against Israeli competitors since the 1979 Islamic Revolution.”

Coincidentally or not, the BBC’s report bears a strong resemblance to an AFP article published on the same day. However, the AFP report provides a more lucid account of the statements made by the head of Iran’s wrestling federation before he – voluntarily or not – quit his post.

“Khadem, argued that Iranians should openly admit they will not compete against Israelis rather than invent excuses, and accept the consequences.

“If we must continue with the policy of non-competition against the Zionist regime’s athletes, the responsibility cannot fall on the shoulders of the coach and the athlete,” he said on public radio, according to ISNA.

He said a “fundamental solution” needed to be reached by the Supreme Council for National Security.

“Forcing an athlete to accept defeat or run around all night looking for a doctor’s note is not right,” he added.

He had previously told ISNA that, if the country’s policy was to avoid Israeli rivals then it should “behave honestly and… accept the consequences”.”

Unlike the BBC report, the AFP article clarifies to readers that the Iranian policy of refusing to compete against Israelis does not comply with sporting rules.

“Dozens of Iranian athletes have boycotted competitions against Israelis since the 1979 Islamic revolution, either out of choice or under pressure from authorities.

But they have tended to lose earlier rounds, claim sickness or fail to show up, since an open refusal breaches international sporting regulations.”

Obviously the BBC could have done more to make this story comprehensible to audiences but instead, we once again see the corporation skirting around the issue of discrimination against Israelis in sport.

1) The IDC has a podcast in which Dr Amichai Magen holds a fascinating conversation with Dr Jonathan Spyer about the background to his book ‘Days of the Fall: A Reporter’s Journey in the Syria and Iraq Wars’. 

2) At the Algemeiner, Zvi Mazel discusses the significance of a story the BBC has so far ignored – the signing of a major gas deal between Israeli and Egyptian companies.

“A deal just concluded between Nobel Energy from Texas and Israeli Delek group on one side — and Egyptian private company Dolphinus on the other — to provide Egypt with 64 billion cubic meters of gas for a total of $15 billion over a period of 10 years may turn out to be the first sign that the Mediterranean is about to become a world hub of gas trade.

According to United States Geological Survey estimates, huge reserves of gas can be found in the Eastern Mediterranean Sea: some 325 trillion cubic feet, or 9.2 trillion cubic meters — more than all known US reserves.

Regional disputes, however, are likely to hinder exploration and exploitation of these areas.”

3) The FDD has produced a useful profile some of the Iranian-backed militias operating in the Middle East.

“Iran has built a network of Shiite militias, now fighting across the Middle East, whose fighters number in the tens of thousands. These militias include battle-hardened fighters as well as poorly trained recruits. They hail from countries across the Muslim world and have varying motivations and interests, but they have one thing in common: they project the Islamic Republic’s power and promote its revolutionary ideology. Iran’s Shiite foreign legion has played an indispensable role in preserving the Assad regime in Syria, but all the groups have expressed a readiness to wage war against all enemies of the Islamic Republic.

One of the earliest militias, whose success spawned others, is Lebanese Hezbollah. Hezbollah is now a household name because of the terror attacks it has carried out against American and Israeli targets, from Lebanon to Argentina. The next generation of Shiite militias is less well known.”
