No, the package manage is an integral part of WP-CLI. But it is only an embedded version of Composer. You don't actually need it if you're using the real thing.

Yes, ideally you'll only require the exact commands you need, even ignoring the framework. With the bundle you get unneeded stuff like the package manager, producing a Composer-in-Composer inception.

The next nightly being updated shortly will be the upcoming WP-CLI v2 that will officially be released in a stable version on Wednesday, August 8th.
For those of you that run automated systems to test against WP-CLI nightly, please watch closely and provide feedback as needed.
