The correct link to download is with "package" instead of "packages". Maybe a change in haskell website.

After coming up with a clumsy solution to build this package, I found out someone already had a better one: applying https://github.com/archhaskell/archlinux/commit/1f7140f008a2e109a152c9892f120ba12fc97c40 does the trick.
