Issue 35 asks if actual harm should be proven but I can't see why Do we have to prove harm when our house is burgled? Or is it just a crime?

Definitely a vexed area. Esp once you get into whether the accused knew, or ought to have known, that the victim did not consent ...

After all they are not going after the service provider, they are going after the individual who put the content on the site

I don't think victims should have to complain to service provider 1st- a crime is a crime & should be reportable
