"Education" assumes people are ignorant, don't know what they're doing, and will listen to us when we correct them. Reality is, they know exactly what they're doing, believe in this resolutely, and think we are degenerates. Education won't work. A jail cell will.

Most people on this thread are missing @AMDWaters point entirely. There have been no criminal convictions, these clinics show the extent of the problem & that the gov & police are doing nothing to tackle the route cause. This response normalises FGM in the UK

Zero criminal convictions, but shiny clinics and smiling "very pleased" politicians. That's our approach to FGM. This is facilitation. It is being allowed, and it is being normalised. I'm very concerned about that.

Yes it is. But that's not the point. The point is that FGM is now part and parcel of Britain. No criminal convictions but plenty of shiny clinics with smiling politicians. This is VERY concerning.
