You've seen a lot of photographs of small things in your life. In these photos, the foreground and background are usually out of focus—a short depth-of-field is a characteristic of the lens and aperture settings in macro photography. So when you see a short depth-of-field image, taken from above, your brain interprets it as something small being photographed from up close.
Other tricks help too, like increasing the vibrancy and saturation to make things like cars and buildings look toylike.
