How would I layer this columns?

    Hello guys,
I am having a bit of an issue here.

I am trying to make it so I have a HTML 5 video on the left hand side of the page and then some text on the right,
it's hard to explain so I have drew it on Paint (excuse the Bob Ross Paintings)
    -desktop-png

This is what I am trying to do, however no luck.

I am also trying to make it sort of responsive so on a mobile device it will look like this
    -mobile-png

I am willing to answer any questions if it's confusing me just trying to explain it,
    thank you for reading.

I've tried a wrapper with 100% width and did two seperate divs with one being 30% width and the other being 70% width, floating them both to the left that looked fine however on the mobile device,
I did both divs as 100% width however the wrapper was extending to the entire webpage, so if I did the background red, the entire page was red, even though I did a set height of 500px

You can use bootstrap coding to do this. this is the best way to make your web site responsive.

The rest of my website is already responsive via media queries that I felt comfortable with, also, my mindset is, if it's not broke, don't fix it.
Obviously I'll have to do a transition into bootstrap sooner than later but atm, I'm fine.
