what is the difference between primary voting and election ?
 
In primary voting, you'll have a list of candidates in random order where you can vote up anyone or vote down anyone (based on your prefs).
The top 10 candidates advance to elections
In election, You'll have to choose any 3 candidates who you think can be good mods
The order of picking also matters.
 
so i can give 3 vote to elections ?
 
You can select any 3 candidates for the top 3 positions.

If there some bounty question which is really uncleared, what could be the best step that we can take.
 
Flag for moderator attention, with a custom reason.
This was discussed earlier a lot of times, If the question is really really unclear only then will the moderators remove the bounty and close the question.

Yeah, right. I also saw on meta, and that what i did. But what if moderator response looks like Using standard flags helps us prioritize problems and resolve them faster. Please familiarize yourself with the list of standard flags: see What is Flagging?
Even OP has given code as link of zip file.
 
That's a standard canned decline reason - it means the moderators think that you should have used one of the pre-set flags instead of the custom moderator attention flag.

Hmm, I need more context to this. But, If the question did not have a bounty when the moderator cleared the flag, then they might have used that decline reason.

The moderator (and even me, If I was in that position) would have no context about the bounty. Hence clearly explaining the flag reason is the best.
