This was discussed earlier a lot of times, If the question is really really unclear only then will the moderators remove the bounty and close the question.

That's a standard canned decline reason - it means the moderators think that you should have used one of the pre-set flags instead of the custom moderator attention flag.
Hmm, I need more context to this. But, If the question did not have a bounty when the moderator cleared the flag, then they might have used that decline reason.
@Div Yeah, I know. There's something more to this - maybe there was no bounty when the mod got to it? I can't tell without having access to all the histories
